Carbon Footprint Proposal

The City of Lincoln, under the leadership of Mayor Chris Beutler intends to improve the degree and variety of environmental programs throughout the city, consistent with the energy and global warming intent and resolutions of the 2006 and 2007 U.S. Conference of Mayors. Concurrently, the Lincoln Electric System (LES), under the leadership of Terry Bundy, has acted to set aside $1.0 million in its 2008 operating budget to create a focus on “Sustainable Energy” programs for the public utility’s service area.

In the fall, 2007, the Joslyn Institute for Sustainable Communities (JISC) assembled a group of diverse public and private partners under the banner, “Lincoln Green by Design” (LGbD), including LES, Lincoln Public Schools, and key city departments. At the end of 2007 the LGbD partnership organized three public seminars and one regional conference on green and sustainable design and development issues for Lincoln, Omaha and S.E. Nebraska.

While the stated goal of LES is to continue to facilitate economic growth for Lincoln and its service area without the necessity of constructing a new coal-fired power plant over the next ten-to-twenty years, the goal of the Mayor’s office is to facilitate continuing economic and population growth in a manner that is more environmentally respectful and sustainable.

The realization of both goals depends upon the achievement of major energy efficiencies, over current consumption patterns, in the construction and operation of buildings and infrastructure systems throughout the city. The goal of the LGbD partnership is to facilitate the creation of a self-sustaining municipal green building program that will index, measure, and reduce the energy consumption patterns, as well as effect an overall reduction of the city’s carbon footprint.

As a means of city-wide strategies for the installation of incentives and greater public awareness of sustainable improvements, as well as conducting searches for the removal of barriers to sustainable development, funding of this proposal will enhance and expand the LGbD partnership and provide for the organization and facilitation of task groups in the following sectors: business, design and construction, planning, education, economic development, and food systems.
